The standard move when a company starts running AI agents is to assign ownership of each agent to whoever asked for it. Marketing wants a content agent, so Marketing owns it. Sales wants a prospecting agent, so Sales owns it. IT builds the infrastructure and IT owns that too, separately.
This is not agent operations. This is agent chaos with a spreadsheet.
Agent operations is the standing function that governs the fleet: who each agent is, what it owns, whether it is performing, and when it gets retired. The reason most companies do not have it is that nobody taught them to build it. Business schools teach strategy and governance. Advisory firms like Gartner name the problem (they published a "Six Steps to Manage AI Agent Sprawl" framework in 2026 and called agent sprawl "the new Shadow IT," as reported by CIO.com). Frameworks are advice. A seat on the org chart is a running commitment. Those are different things.
This post is about what the seat actually looks like, before and after you build it.
Before the seat exists
Before there is an agent-operations function, the fleet runs on goodwill and hope.
Individual agents are owned by whoever sponsored them. Accountability lives in whoever was in the room the day the agent was approved. When that person leaves, or moves to a new initiative, accountability evaporates. The agent keeps running. Nobody knows if it is performing or drifting.
The Deloitte State of AI in the Enterprise 2026 survey found that only 21% of organizations have a mature governance model for agentic AI. That number is not surprising once you see how agents get deployed. They go in fast, often without a named seat, often without a defined metric, and often without a retirement path. The fleet accumulates. Nobody knows how many agents are running. Nobody knows which ones are doing useful work.
Gartner, as reported by CIO.com, estimates that 40% of enterprise applications will feature task-specific AI agents by end of 2026, with organizations potentially running 50 or more agents. The scenario plays out the same way across companies: agents proliferate, ownership diffuses, and the CIO is eventually handed a governance problem that is much harder to solve at 50 agents than it would have been at five.
The "before" state also has a specific pattern in how agent problems get discovered. They get discovered by accident. A human notices something wrong, traces it backward, and finds an agent that has been producing bad outputs for weeks without anyone catching it. The agent had no SLA. It had no owner who was checking it weekly. It had no row on any scorecard. It was running in the dark.
This is the before. Most companies are still here.
What the seat changes
An agent-operations seat changes the org chart in a specific way. It creates a named accountable owner for the function that nobody else was going to own.
The seat is not a title like "Chief Agent Officer." It is a set of responsibilities: maintain the agent inventory, define the performance metrics for each seat, monitor the fleet, surface degradation, manage the lifecycle from activation to retirement. In a small organization, this might be one person who also does other things. In a large organization, it might be a team. The size does not matter as much as the clarity: someone is accountable for the fleet as a fleet.

These are not tools. They are seats. Each one has a defined role, a defined metric, and a named human who is accountable for whether that seat is performing.
That human does not write the agent's prompts. They do not debug its infrastructure. They do the thing that a manager does: they look at the row on the scorecard each week and ask whether the seat is producing the outcome it was designed to produce.
What the seat actually owns, week to week
The three things that fall apart without this seat are inventory, lifecycle, and performance.
Inventory is the most basic. Without a named owner, organizations lose track of what is running. New agents get added, old agents do not get retired, and the fleet grows without governance. The agent-operations seat keeps the inventory: every agent named, every role defined, every metric logged, every integration documented. This is not exciting work. It is the work that makes everything else possible.
Lifecycle is what most companies completely miss. Agents do not run forever in a fixed state. They drift. The world they were trained to operate in changes. The process they were built to support gets revised. The human they reported to moves on. A seat without lifecycle governance is a seat that slowly stops being useful without anyone noticing. The agent-operations function defines when to review each agent, what thresholds trigger a re-spec, and what process governs retirement.
We retired Jeff, our former data integrity agent, in April. We gave him a formal hearing. The hearing surfaced that his three missions had migrated to other seats: Mission 1 to Dash, Mission 2 to Pulse, Mission 3 to Dirk. Jeff was running but no longer owned any distinct work. The retirement was clean, with capabilities redistributed to the right seats and an honest record kept. That retirement was only possible because we had a defined lifecycle process for every seat.
Performance is the third leg. Each agent's metrics need to live somewhere a human reviews them. At Sneeze It, Tally pushes agent KPIs to the OTP scorecard automatically. Bassim runs periodic evaluations of the whole fleet's agentic maturity against an eight-level framework. The agent-operations function is what ties those mechanisms together into a coherent signal: not just "what is each agent doing" but "is the fleet, as a fleet, producing the outcomes we need."
What the seat reports to
The agent-operations function does not exist in isolation. It reports to whoever is accountable for the organization's operating model.
In a large enterprise, that is typically the CIO. In a midsize company, it might report to the COO or to whoever owns the internal operating infrastructure. At Sneeze It, the seat reports to me, because I am both the CEO and the person most accountable for whether the agent fleet is producing business value.
The MIT CISR research on digital colleagues, which they describe as agents that "act with agency and operate within defined governance boundaries" with "human accountability non-negotiable," frames the governance as shared across the CEO, CIO, CHRO, and CRO. That is right for large organizations. In practice, someone has to be the day-to-day accountable owner of the operating function. Shared accountability without a named seat produces the same diffusion problem the fleet itself suffers from.
The insight that CIO.com published in 2026 applies here: the CIO's value will come "not from owning technology, but from structuring and governing the system where humans and AI operate together." The agent-operations seat is how that structuring happens in practice, not in a slide deck.
What the agents themselves need the seat to do
There is a less obvious reason the seat matters. The agents need it too.
An agent without a named seat accumulates ambiguity. It operates without a clear accountability boundary. When something goes wrong, nobody knows whose problem it is, so the agent gets blamed generically and nothing changes. When something goes right, nobody is looking, so the win disappears without being learned from.
At Sneeze It, every correction that David makes to an agent's output gets captured to OTP as a learning. The agent-operations function is what makes that loop close: a named seat, a named human who is watching the row, a mechanism for learning to flow back into the agent's operating rules. The loop is how the fleet gets better over time rather than just running at a fixed level until it breaks.
The agents coordinate through their own channel too. Each agent has an inbox file. Dirk can message Pulse to check whether a client is on the churn watch list before launching an expansion play. Bassim passes bottleneck observations to Neil so Neil knows where to focus the improvement effort. This coordination only works because each agent's seat has a defined role and a defined boundary. Without the seat definitions, coordination devolves into conflicts nobody can resolve.
The mission, stated plainly, is to let agents carry the operational work, so people are free for the work that matters. The agent-operations seat is what makes that possible at scale, without chaos.
What to build first
If you are starting from zero, the first move is not to hire an agent-operations manager. The first move is to write down every agent currently running in your organization, name the role it is supposed to fill, and name one human who is accountable for whether it is filling that role.
That list is your starter inventory. It will immediately surface agents that have no clear role and agents that have no accountable human. Those are the first two problems the seat exists to solve.
The next move is to pick one metric for each agent that is expressed in business-outcome language, not runtime language. "Tasks completed per hour" is not a business metric. "Qualified meetings booked per week" is. Once each agent has a business-outcome metric, you have the raw material for a scorecard. Once you have a scorecard, you have the raw material for a weekly review. Once you have a weekly review, you have the raw material for a seat.
The seat does not require a title. It requires someone who shows up every Monday and asks whether each row is hitting its number.
