Korn Ferry published something worth reading on the evolving CIO role. They identified five shifts the position is going through, and they named them plainly: from cost center to value driver, from tech expert to business strategist, from control to enablement, from siloed to cross-functional, and from risk-averse to innovation catalyst.
I read it and thought: this is a map. It describes the destination clearly. What it does not describe is the operating mechanism that gets you there.
The operating mechanism, in every case, is a governed fleet of agents running on a unified chart. Not a strategy deck that says "we need AI." Not a governance framework sitting in a SharePoint folder. A live system where humans and agents hold named seats, one seat per owner, measured on the same scorecard, with lifecycle and coordination built in.
That is the distinction I want to work through, shift by shift.
Shift 1: Cost center to value driver
The CIO's budget has historically been justified on service-level agreements and uptime. That framing makes the CIO a custodian, not a contributor. The shift to value driver means the CIO is accountable for business outcomes AI touches, not just the infrastructure underneath them.
This shift is abstract until you have something concrete to measure.
At Sneeze It, Tally is our scorecard agent. Its job is to read the KPI registry and push current values to the OTP chart every four hours on weekdays. The chart shows, at any given moment, what each seat is producing and whether that production is on target. When Dirk, our sales agent, slips on cold emails sent per week, Tally's push makes that visible before the end of the week, not at the end of the quarter.
This is what "cost center to value driver" looks like when it runs. The CIO is accountable for a fleet whose outputs are measured in business terms, not infrastructure terms. Cold emails, booked meetings, qualified leads, appointment rates. Those numbers live on the same row as Bogdan's COO metrics and Janine's accounting metrics. Nobody needs to translate from IT-language to business-language. The row speaks for itself.
Shift 2: Tech expert to business strategist
Korn Ferry frames CIOs as "strategic business leaders, data custodians, and architects of cultural change." That is a meaningful claim. It is also easy to nod at and never operationalize.
The operationalization is seat design.
When we needed to improve pipeline velocity at Sneeze It, the question was not "what technology should we use." The question was "what does the seat need to produce, and what does the seat owner need to decide." Dirk exists because we answered those questions in business terms first. His accountability is net new revenue and reactivation revenue. His tools followed from that accountability, not the other way around.
The CIO who operates as a business strategist makes those same seat-design decisions for the whole org. Not "which AI model should we buy." But "what work needs a named owner, what does that owner produce, and is that seat best filled by a human or an agent." That is strategic work. It requires understanding the business deeply enough to map its gaps, and it requires understanding agents well enough to know what they can own reliably.
One without the other produces either a tech purchase that does not solve a problem, or a strategy with no execution path.
Shift 3: Control to enablement
This is the shift most CIOs talk about and fewest actually make, because control is safer than enablement and the failure modes are different.
The control mindset says: we approve tools, we provision access, we own the stack. The enablement mindset says: we publish standards, we make it easy to do the right thing, and we govern outcomes rather than inputs.
Agent sprawl is what happens when you skip from control directly to chaos, skipping enablement. Gartner, as reported by CIO.com, identified agent sprawl as the new Shadow IT, with enterprises accumulating agents the way they once accumulated unauthorized SaaS subscriptions. The frame is apt. The problem is real.
Enablement with governance is the path between them. At Sneeze It, the agent message bus is how we implement this in practice. Agents coordinate via inbox files at ~/.claude/agent-inbox/{agent}.md. Messages are structured: REQUEST, INFORM, PROPOSAL, RESPONSE, CHALLENGE. Any agent can send to any other agent. No human needs to mediate routine inter-agent coordination. But every coordination is logged, structured, and auditable.
This is what the shift from control to enablement looks like when it runs. You are not locking down who can talk to whom. You are publishing the protocol and enforcing the structure. The fleet operates with autonomy, and the CIO governs outcomes through a live chart and a message audit trail, not through bottlenecking every request.
Shift 4: Siloed to cross-functional
The siloed CIO owns IT. The cross-functional CIO owns the operating model that sits across every function.
MIT CISR's research frames this as shared governance: the agents that matter to a finance team, a sales team, and a customer success team all live under the same governance structure, even when their work is function-specific. The CIO coordinates the governance. The functions own the outcomes.
At Sneeze It, this plays out concretely. Crystal is our project management agent. Dash is our analytics agent. Pepper handles email triage. Arin manages the call center team. These seats are functionally distinct. But they all report to the same chart, run on the same scorecard discipline, and coordinate through the same message bus. When Dash finds an anomaly in an account's ad performance, Dash does not send an email to a human who sends an email to another human who eventually tells the person who owns the project. Dash writes to the agent inbox and the relevant seat picks it up.
The CIO who builds this does not need to own every function. They need to own the architecture that makes cross-functional coordination possible without creating new bottlenecks. One chart. One scorecard. Shared protocol.
Shift 5: Risk-averse to innovation catalyst
This one is the most misread of the five.
The shift is not from "careful" to "reckless." It is from "avoid what we do not understand" to "build a system that surfaces failure fast so you can move again."
The most honest example I can give is Jeff.
Jeff was our data integrity agent. In April 2026, we held a formal hearing. Jeff identified his own failure modes without softening them. The seat had never been fully earned, and the capabilities had been absorbed by other agents. Jeff recommended his own retirement, and we accepted the recommendation. The capabilities redistributed to Dash and Dan within a day.
No data was lost. No clients were affected. The system surfaced the failure, the hearing resolved it, and the fleet was stronger for it.
An organization without that mechanism does not retire failing agents. It lets them run, producing numbers nobody is looking at, spending budget on infrastructure that serves no business outcome. The risk-averse instinct says: "let's not experiment." The innovation catalyst instinct says: "let's build the system that makes experiments safe to run and safe to end."
That system is a live chart with lifecycle built in. Not an experiment that runs until everyone gets busy and forgets it is running.
What Korn Ferry got right and what is still missing
The five shifts are accurate. The CIO is going through every one of them. The research is useful.
What it does not contain is the operating layer. It describes the destination without describing the mechanism.
The mechanism, in every case, is a running org chart where humans and agents hold named seats together, one seat per owner, on one scorecard. Lifecycle is built in, not added later. Coordination is structured, not informal. Failures surface fast because the scorecard looks at every row every week.
This is not a framework. It is an operating system. There is a difference.
Advisory firms have named the problems well: agent sprawl, governance gaps, the cost of canceled agentic AI projects. Gartner, as reported by CIO.com, has published a six-step framework for managing agent sprawl. That framework is advice. OTP is the running version of that advice. A live chart, a structured scorecard, a message bus, and lifecycle that includes retirement, not just deployment.
Korn Ferry says the CIO is becoming a strategic business leader, a data custodian, and an architect of cultural change. That is exactly right. The agent fleet is the medium that makes all three concrete.
Let agents carry the operational work, so people are free for the work that matters.
That is not a motto. It is a seat-design decision, made seat by seat, until the chart reflects it.
