Here is the question that stops most CHROs cold: if an agent holds a seat on your org chart, owns a scorecard row, and produces outputs that affect business outcomes, whose job is it to make sure that seat is designed correctly, measured honestly, and retired cleanly when it stops earning its keep?
The answer is HR. But the skill set required is not what most HR functions were built around.
Korn Ferry surveyed 15,000 employees across 15 markets in 2025. Forty-two percent of CHROs were prioritizing AI investment. Only five percent felt fully prepared. The CHRO who closes that gap stops being a people-manager and starts being a workforce architect.
The architecture question that HR has not had to answer before
For most of HR history, the workforce architecture question was stable. You designed roles, hired humans into them, evaluated those humans, and managed their exits. The org chart was a map of human accountabilities.
When agents enter the chart, that map changes in ways that force new design decisions. Agents do not arrive with implicit accountability. A human hire comes with a professional identity and a social contract. An agent deployment comes with none of that. The accountability has to be explicitly designed in before the seat is filled, or it will be absent by default.
This is not a software deployment problem. It is a structural design problem. And structural design is an HR mandate.
Bersin put it plainly: "the AI revolution is all about redesigning the way we get things done. And that lands in the laps of HR." The CHRO does not just manage the humans. She manages the architecture that governs both.
The debate worth having honestly
Here is where I want to stop and name a tension that most writing on this topic sidesteps.
The literature on how to govern AI agents in an org context splits into two camps, and they are in genuine disagreement.
Camp A, led by MIT SMR and HBR research, says to manage agents more like coworkers than tools: dashboards, scorecards, observability, a named "agent manager" role. Sixty-nine percent of experts MIT SMR surveyed agreed that agentic AI demands fundamentally new management approaches.
Camp B, from HBR and BCG research published May 2026, says the opposite: anthropomorphizing agents in a large experiment reduced individual accountability, increased unnecessary escalation, and lowered review quality. Their prescription is the rented contractor with a narrow statement of work, governed by scoped permissions, kill switches, audit logs, and named human owners. Not performance reviews with the agent. Human accountability for a bounded tool.
Both camps are right about something. Camp A is right that the discipline required to govern agents is the same discipline that governs human seats: metrics, named owners, cadenced review. Camp B is right that anthropomorphizing agents produces worse outcomes and that governance is not purely a technical problem.
The synthesis is what MIT SMR stated directly: "agentic AI cannot be accountable for its decisions." The deploying human is. Every agent seat needs a named human owner. The owner is accountable. The agent executes. HBR Analytic Services found that only six percent of 603 leaders fully trusted agents with core processes and only twelve percent had governance controls in place. The agents are running. The accountability architecture is not.
What accountability architecture actually requires

Every agent seat is scoped before it is filled. The scope defines what the seat owns, what it does not own, what its single metric is, and who the named human owner is. The scoping is not a technical document. It is a job design document. The CHRO function owns it.
Every agent seat has exactly one human owner. Not a team. One person accountable for what that seat produces. When Dirk's outreach quality slips, I diagnose it and fix the brief. When Arin's coaching message misreads the tone the call center needs, I review and redirect. The agent executes. The human owner answers.
Every agent seat is measured in business-outcome language from day one. Tally's metric is KPI push accuracy and cadence. Dash's metrics are pattern detection rate and alert precision. These live on the same scorecard as Janine's receivables numbers and Bogdan's operational throughput. SHRM found in 2026 that AI is 5.7 times more likely to shift job responsibilities than to displace them. The shift lands on the humans who own the adjacent seats. The CHRO designs the new boundaries.
Every agent seat has a designed exit condition. When the seat no longer earns its place, the exit is a human decision. In April, I retired Jeff, an agent whose three missions had each been absorbed by better-fit seats over time. We held a formal retirement hearing: documented every capability Jeff held, assigned each to a named seat, kept a written record. Jeff did not advocate for his own survival. I made the decision. The accountability was never his to hold.
That distinction is the whole point.
The CHRO who will build this well
Deloitte's 2025 Global Human Capital Trends report found that managers spend roughly 40 percent of their time on administrative work versus 13 percent on people development. Agents can absorb most of that 40 percent. What rises in its place is judgment work: designing the accountability structures that let the agents run cleanly.
The CHRO who builds this well is not the one with the best AI adoption metrics. She is the one who has answered three structural questions before a single agent is deployed.
First, who owns this agent? The owner cannot be a team or a department. It is one named person. That person is accountable the way a manager is accountable for a direct report.
Second, what is this agent measured on? The metric is a business outcome, not a runtime stat. It lives on the same scorecard as the human seats around it and is reviewed on the same cadence.
Third, what are the conditions under which this agent seat gets retired? The exit condition is defined before the seat is filled. The exit decision is a human decision. The agent does not advocate for its own survival.
These are not technology questions. They are organizational design questions. When agents hold seats, workforce planning expands to cover how many seats are human versus agent and what the accountability architecture looks like for each. Talent development expands to cover the new roles that appear when agents absorb the operational load and humans move into the judgment work that remains.
That is not a distraction from HR. It is where the highest-value HR work now lives.
Let agents carry the operational work, so people are free for the work that matters. The CHRO is the one who decides which is which.
